  RICHLAND, Wash. -- A spokesman for a Washington nuclear power plant says a small amount of hydrogen gas ignited in a six-inch flame Thursday when workers cut into the pipe.

  Columbia Generating Station declared an "unusual event," evacuated plant areas near the pipe for about 90 minutes, and notified the Nuclear Regulatory Commission.

  Energy Northwest spokesman Mike Paoli says no one was injured in the one second-long "puff" of gas that had been trapped in the pipe in the plant's non-nuclear turbine building.

  Paoli says there's was "no association whatsoever with the reactor building or radiation."

  An "unusual event" describes a condition that could potentially compromise normal safety levels, the least serious of four NRC emergency classifications.

  The government must make the area within a 20-kilometer radius of the crisis-hit Fukushima Daiichi nuclear power plant covered by its evacuation directive into an off-limits zone before residents temporarily return home, a senior government official said Sunday.

  Fukuyama said the government aims to allow residents to make visits to their homes ''for an hour or two'' at an early date, and that necessary measures such as screening and removal of radioactive substances will be taken.

  "We feel we were betrayed [by the central government and TEPCO]," Sato said during an interview with The Yomiuri Shimbun on Thursday, nearly a month after the March 11 earthquake and tsunami and the outbreak of a series of accidents at the Fukushima No.1 nuclear power plant.

  "The central government and TEPCO repeatedly told us, 'Nuclear power plants are safe because they've got multiple protection systems,' and, 'Earthquake-proof measures have been taken,'" Sato said.

  "TEPCO used the term 'beyond our expectations' [to describe the natural disaster], but they can't establish effective policies for nuclear energy safety unless they take into account things that are beyond their expectations," Sato said.

  Sato pointed out that more than 100,000 evacuees remain in a state of high anxiety, worrying about radiation exposure every day. "I want to cry out: 'Do the government and TEPCO understand our feelings?'"

  Asked about a plan to build a seventh and eighth reactor at the Fukushima No. 1 plant, Sato flatly rejected the idea, saying even to suggest it was "unforgivable."
